On May 31, President Ernesto Zedillo unveiled a five-year National Development Plan (Plan Nacional de Desarrollo, PND). The Plan projects a set of ambitious goals, including annual growth of 5% between 1997 and the year 2000, a significant increase in domestic savings, and the creation of as many as 1 million jobs per year.
