An attempt in early March by President Ernesto Samper's administration to privatize the operation of the international airport in Cali failed because potential investors are reluctant to take over security operations in an area where drug cartels are particularly active. In November, the Samper administration announced plans to privatize the administration of four of the country's airports located in Cali, Santa Fe de Bogota, Barranquilla, and Cartagena.
