President Violeta Chamorro and the National Assembly are still head-to-head over a series of controversial constitutional amendments that transfer important presidential powers to the legislature and restrict potential presidential candidates. The crisis heightened Feb. 24 when Assembly president Luis Humberto Guzman published the reforms in the local newspapers to make them law, after the president refused to do so.
