Former Costa Rican President Miguel Angel Rodriguez (1998-2002) has been asked to resign his new post as secretary-general of the Organization of American States (OAS) for having received a payoff in a corruption scandal involving contracts let by the state telecommunications monopoly, the Instituto Costarricense de Electricidad (ICE).
