Venezuela Offers Oil Deal to Central American, Caribbean Countries

Venezuelan President Hugo Chavez met with representatives of ten Central American and Caribbean nations in Caracas in mid-October to sign an oil-export deal. Chavez said he hopes the pact will evolve into a Latin American political and economic confederation. On Oct. 19, representatives from Belize, Costa Rica, the Dominican Republic, Guatemala, Haiti, Honduras, Jamaica, Nicaragua, Panama, and El Salvador met to sign the Acuerdo Energetico de Caracas (AEC).
