Panama and the US are locked in a serious argument about the extent to which the US is obliged to clean up military properties it has occupied for nearly 90 years before they revert to Panama after Dec. 31, 1999. Under the 1977 Carter-Torrijos Treaties, the US must "take all measures to insure insofar as may be practicable that every hazard to human life, health, and safety" is removed from the reverted areas.
