Transparency International (TI), a Berlin-based anti- corruption organization, released its 1998 Corruption Perception Index (CPI) ranking 85 countries on a 10-point scale. Of the Central American countries, only Costa Rica received a middle-range score, while Honduras was ranked as one of the most-corrupt countries.
