In mid-April, the Geneva-based UN Human Rights Commission voted unanimously to pull its observers out of Guatemala. The decision was praised by the Guatemalan government and most political parties but criticized by human rights organizations. Within two weeks of the announcement, the brutal murder of a prominent church prelate renewed fears that violence and impunity were out of control.
