Since his appointment in July 1997, Panama's human rights ombudsman (defensor del pueblo) Italo Antinori has seen his authority curtailed by the Supreme Court and what remained challenged by Attorney General Jose Antonio Sossa. President Ernesto Perez Balladares signed the legislation in February 1997, making Panama the last country in Central America to create an ombud office.
