In June, a confrontation exploded among four Indian communities in Guatemala's western highland provinces of Totonicapan and Solola, leaving nine people dead and dozens wounded. That incident, plus increasingly violent squatter invasions and territorial disputes around the country, have generated criticism of the government's slow implementation of programs to address Guatemala's agrarian problems.
