Since early 1997, the Chinese government has stepped up its efforts to convince Central American and Caribbean countries either to reduce or to break their ties with Taiwan. In response, Taiwanese President Lee Teng-Hui's administration has launched a counteroffensive to strengthen Taipei's diplomatic and trade connections in the Caribbean Basin, thus converting the region into a strategic battleground in Taiwan's struggle to maintain independence from mainland China.
