World Trade Organization Rules Against U.S. in Costa Rica Textile Dispute

A special panel of the World Trade Organization (WTO) ordered the US to drop its import quota on undergarments produced in Costa Rica. When the judgement becomes final, it will settle a long-running dispute in which Costa Rica argued that the quota was a violation of free-trade rules and was seriously damaging export earnings and foreign investment.
